Europe felt a moment of respite on Monday, as the tension sparked by the presentation of a new 28-point plan for ending the war appeared – briefly – to have been defused. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: an extensive attack of missile and drone strikes on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of conflicting incidents captured the harsh reality of the current period. By day, political struggles are fought: hopeful statements are issued from multiple capitals. Considerable effort is expended on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "peace".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capability provided through timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to counter approaching guided weapons flew past – advanced fighter aircraft supplied to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings deployed against a hostile projectile. This was a sophisticated defense system at work, most likely delivered by allied countries. Every firing shakes the surroundings, causing tremors. The moment of terror quickly transforms into resigned acknowledgment: possibly the incoming missile won't cause damage this time, sparing the city from ruin and another blackout.
Ongoing Risks
Following this, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its destination.
Intermittently, this continued until dawn. Kyiv greeted the morning news: seven people killed, damage and utility failures in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – living the war. But those full day illustrated Ukraine's vital need on external assistance – a need that regional partners are evidently unprepared to substitute in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership generated strong feelings, controversy and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.
Every new initiative from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually secure success. This cycle will, undoubtedly, continue.
Strategic Calculations
It is convenient to criticize particular leaders of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington works based on a premise understood by experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration believes that it is unrealistic to compel Moscow to relinquish the territory that it presently holds in Ukraine's occupied territories.
The problem is that while recognising this factual reality, Washington does little to prevent Kremlin actions, through diplomacy or military means, from believing that the situation will not evolve additionally in its benefit in the coming year.
Divergent Views
Therefore, Moscow is confident that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's government remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding civilians and areas but averting a entire defensive failure until circumstances change in its benefit.
Existing Situation
Factually, there are no actual prerequisites for a armistice. Now, individual motivations are coming into play: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any proposal Kyiv finds unworkable, so that their attention does not move to homefront challenges. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will modify their basic position.
These opposing factors are driving the talks.
Summary and Prospects
It took a mere seven days to kill the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, current information leaks, all achieved their purpose.
While new proposals based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require continued Western support.
